It added the term micropolitan to denote areas with a principal city of between 10,000 and 49,999 people. It also began considering the percentages of residents in outlying counties who commute into the central county daily. Now, the agency identifies the Longview Metropolitan Statistical Area as Gregg, Upshur and Rusk counties.
Harrison County was extracted and became the Marshall Micropolitan Statistical Area, which sits between two three-county metro areas, including Shreve-port-Bossier City, to the east. Texarkana and Tyler remain urbanized areas, but federal regulators in the past decade have identified Sulphur Springs, Mount Pleasant, Jacksonville, Athens, Nacogdoches, Lufkin and Palestine as urban clusters, or micropolitan statistical areas. Similar to Harrison County, Athens and Henderson County were carved from the Dallas-Fort Worth metro area in 2000. "I would say that very seldom do (Mount Enterprise residents) go to Longview.
If they go to a town besides Nacogdoches, it's probably Tyler. I don't know that to be 100 percent true, but that's my perception," Hale said. "You get over here at Turnertown, New London, Overton and that area, they for the most part probably go to Tyler." Hale added he did not know whether Henderson residents identified with either Longview or Tyler, though "I do feel like people in Henderson would probably go to Tyler or Longview before they go to Nacogdoches." Because Rusk County has eclipsed 50,000 residents, Henderson could be designated a micropolital statistical area of its own. Without the county's jail population, Rusk County would have just shy of 49,000 residents, but reaching the 50,000 plateau kicks in several collection policies that might end up costing county taxpayers in extra fees and collection regulations, Hale said. Rusk County commissioners recently approved increases in fees for constables when serving court documents, but Hale believes most of the increases will not be felt by residents in their day-to-day affairs.

Combinations for adjacent areas with an employment interchange of at least 15 percent but less than 25 percent are based on local opinion, usually expressed through the area's Congressional representative.
As of 2003, there were 362 metropolitan statistical areas such as Longview and Tyler, and 560 micropolitan statistical areas such as Lufkin, Marshall and Texarkana. "It's just that data collectors are trying to draw the best they can with the information available." Not every federal agency is bound by the Office of Management and Budget's area determinations. For example, the Longview Metropolitan Planning Organization, which coordinates transportation planning using federal dollars, has a considerably different boundary map.
The MPO boundary extends only into Gregg and western Harrison counties, but includes areas such as Longview Heights that are not considered part of the Longview MSA. While Lakeport and White Oak are within the MPO boundary, other nearby communities such as Kilgore are excluded.
