Census regulators identified Longview and Marshall as one metropolitan statistical area, containing the counties of Gregg, Harrison and Upshur. The area had a population of 198,406. FREE Longview City-wide Delivery and Setup Why do I care? Metropolitan Statistical Areas are primarily a means for understanding how physical areas and their populations interact. The concept for a metropolitan area is that of a large population nucleus together with adjacent communities having a high degree of social and economic integration with that core. The Office of Management and Budget defines metropolitan areas for purposes of collecting, tabulating and publishing federal data.

Except in New England, they comprise one or more entire counties. Source: U.S. Census Bureau obscure. "Certainly, I've never thought about it," Hale said. MSA history In the 1960s, there were two metropolitan areas in northeast Texas, and neither was Longview.

Texarkana and Tyler metro areas each had more than 85,000 residents, while Longview was a town of 40,050 in a county of fewer than 70,000 people. Things changed in the next decade. Longview and Marshall became the principal cities of a two-county metropolitan area "that has experienced remarkable industrial growth in recent years," the 1980-81 Texas Almanac said, noting the Longview-Marshall MSA had 113,200 residents. In 1999, U.S. Census regulators identified Longview and Marshall as one metropolitan statistical area, containing the counties of Gregg, Harrison and Upshur.

The area had a population of 198,406. After 1999, the Office of Management and Budget redefined its method for determining more heavily populated areas. It added the term micropolitan to denote areas with a principal city of between 10,000 and 49,999 people. It also began considering the percentages of residents in outlying counties who commute into the central county daily. Now, the agency identifies the Longview Metropolitan Statistical Area as Gregg, Upshur and Rusk counties.

Harrison County was extracted and became the Marshall Micropolitan Statistical Area, which sits between two three-county metro areas, including Shreve-port-Bossier City, to the east. Texarkana and Tyler remain urbanized areas, but federal regulators in the past decade have identified Sulphur Springs, Mount Pleasant, Jacksonville, Athens, Nacogdoches, Lufkin and Palestine as urban clusters, or micropolitan statistical areas. Similar to Harrison County, Athens and Henderson County were carved from the Dallas-Fort Worth metro area in 2000. No best solution "When I moved to Longview, it was Harrison, Rusk and Gregg counties, and then they pulled Harrison right out," said Longview Chamber of Commerce President Kelly Hall. "At that time, I really wasn't aware of why the decision was made." As the Longview area's chief marketer, Hall said data collection is at the heart and soul of the duties her agency the metro and micro areas make up fewer than half of the 3,142 counties in the United States.

Rusk County With 924 square miles, Rusk County is the Longview MSA's physically largest county and is bordered by the Tyler MSA and Nacogdoches and Jacksonville micropolitan areas. It grew in population 12.6 percent, to more than 53,300 residents, during the past decade, and those residents have a variety of choices for shopping, health care and other services. "People down in Mount Enterprise, they go to Nacogdoches for doctor's appointments," said Hale, the county judge, adding that many Henderson residents also trek to Nacogdoches as clients of Dr. Tony Haskins, a Henderson High School graduate. "I would say that very seldom do (Mount Enterprise residents) go to Longview.

If they go to a town besides Nacogdoches, it's probably Tyler. I don't know that to be 100 percent true, but that's my perception," Hale said. "You get over here at Turnertown, New London, Overton and that area, they for the most part probably go to Tyler." Hale added he did not know whether Henderson residents identified with either Longview or Tyler, though "I do feel like people in Henderson would probably go to Tyler or Longview before they go to Nacogdoches." Because Rusk County has eclipsed 50,000 residents, Henderson could be designated a micropolital statistical area of its own. Without the county's jail population, Rusk County would have just shy of 49,000 residents, but reaching the 50,000 plateau kicks in several collection policies that might end up costing county taxpayers in extra fees and collection regulations, Hale said. Rusk County commissioners recently approved increases in fees for constables when serving court documents, but Hale believes most of the increases will not be felt by residents in their day-to-day affairs.

"It's just that we've got to jump through some government hoops," Hale said. The best log set for tall zero clearance metal fireboxes or oversized masonry fireplaces. The county in which at least 50 percent of the population resides within urban areas of at least 10,000 residents is considered the "central county." Additional outlying counties are included if a certain percentage of that county's workforce commutes daily into the central county. In the case of the Longview Metropolitan Statistical Area, Gregg is the central county, and Upshur and Rusk are outlying counties. The largest city in each metropolitan or micropolitan statistical area is designated a "principal city." Additional cities qualify if specified requirements are met concerning population size and employment. Adjacent territory must have a "high degree of social and economic integration with the core as measured by commuting ties." Combinations for adjacent areas with an employment interchange of 25 percent or more are automatic. Combinations for adjacent areas with an employment interchange of at least 15 percent but less than 25 percent are based on local opinion, usually expressed through the area's Congressional representative.

As of 2003, there were 362 metropolitan statistical areas such as Longview and Tyler, and 560 micropolitan statistical areas such as Lufkin, Marshall and Texarkana. One in nearly 17 Americans lives in what is considered a completely rural area. In 2009, the metropolitan and micropolitan classified areas were home to about 94 percent of the U.S. population, even though While Longview draws from an 11-county area, Hall believes Harrison and Gregg counties should be the primary counties for the Longview MSA. Excluding Hallsville and western Harrison County gives an inaccurate reflection of the Longview job market and work force.

"How can we give an accurate reporting if we're not even capturing all the data that is in our community?" Hall asked. "That is a little frustrating at times." She said she does not know whether Upshur or Rusk counties' inclusion is better for the Longview MSA "from a marketing standpoint at this time." She noted that Rusk and Gregg counties share the city of Kil-gore and East Texas Regional Airport property. "I don't think there is going to be a right or wrong answer," Hall said. "It's just that data collectors are trying to draw the best they can with the information available." Not every federal agency is bound by the Office of Management and Budget's area determinations. For example, the Longview Metropolitan Planning Organization, which coordinates transportation planning using federal dollars, has a considerably different boundary map.

The MPO boundary extends only into Gregg and western Harrison counties, but includes areas such as Longview Heights that are not considered part of the Longview MSA. While Lakeport and White Oak are within the MPO boundary, other nearby communities such as Kilgore are excluded.
